Hackathon Terms and Conditions

EU DG AGRI Hackathon

These Terms and Conditions govern participation in the EU Agri-Hackathon 2026 (the “Hackathon”), an online innovation event organised in the framework of the European Commission’s work on the simplification and digitalisation of agriculture.

Please read this document carefully.

1. Purpose and scope

1.1 These Terms and Conditions (the “Terms”) set out the rules that apply to the participation in the Hackathon, including the rules on conduct, submissions, evaluation, awards, intellectual property and the protection of personal data.

1.2 The Terms apply to every participant, and, where expressly stated, to mentors, evaluators and jury members.

1.3 The information available on the Hackathon Hub (the Hack Guide) forms an integral part of the Terms and Conditions and is published on the Hackathon Platform.

2. Organiser and roles

2.1 The Hackathon is an initiative of the European Commission, Directorate-General for Agriculture and Rural Development, Unit F.1 – External communication and promotion policy (“DG AGRI” or “the Commission”). DG AGRI owns the event and acts as data controller for the personal data processed in connection with it.

2.2 The Hackathon is organised and delivered on the Commission’s behalf by SPECTRA (“the Organiser”). Communication and outreach activities are carried out by ICF Next, 17 Avenue Marnix, 1000 Brussels, Belgium.

2.3 The Hackathon Hub is hosted on the Eventornado platform. Live meetings are delivered over Zoom; asynchronous communication and technical support run on Discord; survey will be collected through EU Survey. These platforms are operated by third parties under their own terms of use and privacy policies.

2.4 In these Terms, “we”, “us” and “the organising team” mean the Organiser acting on behalf of the Commission.

3. Definitions

Term Meaning
Applicant A natural person who submits an application to take part in the Hackathon, individually or as a member of a pre-formed team.
Participant An applicant who has been selected and has confirmed participation.
Team A group of three to four participants working together on a single solution during the Hackathon.
Hackathon Hub The event platform hosted on Eventornado, used for event information, team management, resources and submissions.
Submission The materials a team uploads to the Hackathon Hub by the submission deadline, as described in clause 13.
Background IP Any intellectual property owned or controlled by a participant before the Hackathon or developed independently of it.
Foreground IP Any intellectual property created by a team during the Hackathon in the course of developing its solution.

4. Acceptance of these Terms

4.1 Applicants accept these Terms by joining the Hackathon Hub platform (Eventornado).

4.2 Participation in the Hackathon is free of charge. No fee is charged at any stage of the application or the event.

4.3 Acceptance of these Terms does not create an employment, agency, partnership or joint venture relationship between a participant and the Organiser or the Commission, and gives rise to no entitlement to remuneration of any kind.

5. Eligibility

Who can take part

5.1 To be eligible, an applicant must, at the time of registration:

  • be a citizen of a Member State of the European Union, or a legal resident of a Member State, or be enrolled as a student at a university established in a Member State;
  • be at least 18 years old; and
  • have a sufficient command of English to take part actively in the event, including mentoring sessions and the final pitch.

5.2 Applications are open to individuals and to pre-formed teams. Each member of a pre-formed team must individually meet the criteria in clause 5.1.

5.3 Edge cases that are not clearly resolved by clause 5.1 are referred to DG AGRI, whose decision on eligibility is final.

Who cannot take part

5.4 The following persons are not eligible to participate as members of a competing team:

  • staff of the Commission and of the Organiser, of Deloitte and of ICF Next who are directly involved in the design, delivery, evaluation or judging of the Hackathon;
  • mentors, evaluators, jury members and moderators appointed for this edition;
  • persons residing or domiciled in a country in respect of which participation would be prohibited by applicable law or by restrictive measures adopted by the European Union.

5.5 Family members and household members of the persons listed in clause 5.4 may participate, provided that the person concerned declares the relationship in advance and takes no part in the evaluation or judging of that participant’s team.

Declaration and verification

5.6 Eligibility is established in the first instance by the applicant’s own declaration in the registration form. By confirming participation, applicants declare that they meet all eligibility requirements and that the information they have provided is accurate and complete.

5.7 Shortlisted applicants and provisional winners may be asked to take part in a short video call in order to demonstrate their eligibility. Applicants may be asked to show a valid identity document or passport, proof of residence in the European Union, or proof of enrolment at a university in a Member State. The organising team will inform participants in advance of the evidence required and of the arrangements for the verification. Identity and residence data collected for this purpose is deleted immediately once the check is complete, as described in the Privacy Statement.

5.8 An applicant who does not provide the requested evidence within the time indicated, who does not take part in the verification, or whose evidence does not reasonably demonstrate compliance with the eligibility criteria, may be declared ineligible and excluded from the Hackathon.

5.9 Providing false or misleading information at any stage results in exclusion from the Hackathon and, where an award has already been made, in its withdrawal.

6. Teams

6.1 The Hackathon is a team event. Each team has three to four members. It is expected to have up to 30 teams.

6.2 Teams should be multidisciplinary, combining backgrounds across agriculture and environmental studies, technology and data, economics, and policy. Where possible, each team includes at least one participant with agricultural expertise.

6.3 Participants who applied as individuals are allocated to teams by the organising team on the basis of their skills, expertise, challenge preferences and geographic diversity. Team allocation is communicated ahead of the team-building session.

6.4 The organising team may adjust, merge or dissolve teams, and may reallocate participants, at any time before or during the Hackathon, where this is necessary to maintain viable team sizes, to balance skills, or to respond to withdrawals. Participants accept that the composition communicated before the team-building session may change as a result of that session.

6.5 Each team designates a team leader, who acts as the team’s point of contact with the organising team and is responsible for uploading the team’s submission.

6.6 A participant who withdraws must inform the organising team as soon as possible. The organising team is under no obligation to replace a departing team member, and a team that falls below three members may be merged with another team.

6.7 Teams are responsible for organising their own internal work, for agreeing how tasks are shared, and for resolving disagreements between their members. The organising team does not arbitrate internal team disputes.

7. Participation, sessions and technical requirements

7.1 The Hackathon is delivered entirely online. No physical travel is required for the event itself.

7.2 All sessions, platform content, mentoring, submissions and pitches are in English.

7.3 Participants are expected to attend the preparatory sessions and the live plenary sessions of the main event, to take part actively in their team’s work, and to observe the checkpoints announced in the agenda.

7.4 Participants are responsible for providing, at their own cost, the equipment and connectivity they need to take part, namely:

  • a computer (laptop or desktop) with a modern browser — a smartphone is not sufficient;
  • a stable broadband connection, with a recommended minimum download speed of 10 Mbps;
  • a working microphone and camera for live sessions.

7.5 Participants must create the accounts required to use the event platforms, including a free Discord account and an account on the Hackathon Hub, and must comply with the terms of use of each platform.

7.6 Technical support is available through the Discord helpdesk between 09:00 and 21:00 CEST on each day of the main event. Quiet hours run from 21:00 to 09:00 CEST; teams may continue working during quiet hours, but no organised support is available.

7.7 Neither the Organiser nor the Commission is responsible for the unavailability, malfunction or discontinuation of any third-party platform, or for any loss of data or work resulting from it. Teams are strongly advised to keep their own back-ups of their work.

9. Code of conduct

9.1 All participants, mentors, evaluators, jury members and organisers are expected to maintain respect and professionalism throughout the event. By registering, participants agree to the following principles.

Respectful communication

Communicate in a polite, constructive and professional manner at all times, including with fellow participants, mentors, evaluators, jury members and organisers. Offensive, discriminatory, harassing or otherwise inappropriate behaviour is not tolerated.

Timely participation

Engage actively in the Hackathon, attend the scheduled sessions, and submit the required deliverables within the established deadlines.

Teamwork and collaboration

Collaborate openly, share knowledge and contribute actively within your team. Ensure fair participation, respect the contributions of others, and foster a supportive and inclusive environment.

Responsible use of resources

Use the tools, platforms and datasets provided responsibly and in accordance with their applicable terms and conditions. Misuse of resources is prohibited.

Confidentiality

Do not disclose, reproduce or use outside the scope of the event any confidential or sensitive information shared during the Hackathon by organisers, mentors, partners or other participants, without permission.

Original work

Submit only work created by your team during the Hackathon period, and declare any pre-existing code, assets or tools used.

Individual responsibility

Each participant is responsible for their own conduct. Failure to comply with these Terms may result in a warning or in disqualification.

Use of AI during the Hackathon

Participants may use AI tools during the Hackathon to support their work. This may include, for example, understanding the challenge briefs, exploring datasets, generating ideas, developing prototypes, writing or debugging code, creating mock-ups, preparing visuals, drafting text, or refining the final pitch.

The use of AI is optional. Teams are welcome to use AI extensively, lightly, or not at all. The Hackathon remains open to different approaches and methodologies, and projects will be assessed on the quality, relevance, feasibility and impact of the proposed solution, not on whether AI was used.

Teams remain responsible for all content and outputs they submit, including any AI-assisted work. In particular, teams should ensure that their use of AI:

  • respects copyright, intellectual property and licensing requirements;
  • does not involve unauthorised use of personal, confidential or restricted data;
  • does not present AI-generated content, data, images, results or claims in a misleading way;
  • is checked for accuracy where outputs are used to support factual, technical, regulatory or policy-relevant claims;
  • is appropriate to the intended use and potential impact of the solution.

Where AI is included as part of the proposed solution or prototype, teams are encouraged to briefly indicate how AI is used, what purpose it serves, and any relevant limitations or safeguards that should be considered.

11.2 Concerns about the conduct of any person involved in the Hackathon may be raised confidentially with the organising team at the address given in clause 20.3. Reports are treated confidentially, and the organising team may take any measure it considers appropriate, including a warning, exclusion from a session, or removal from the event.

10. Datasets, tools and third-party resources

10.1 Datasets and technical resources are made available to participants, with access instructions provided at the onboarding session.

10.2 Certain datasets may consist wholly or partly of simulated or synthetic data. Such datasets will be identified as simulated or synthetic in the accompanying documentation. Simulated data is only statistically similar to the real data made available by the organisers for the hackathon. Unless expressly stated otherwise, such data do not represent actual persons, holdings, businesses or transactions and should not be treated as factual representations of real-life conditions.

10.3 Datasets are made available solely for the purpose of taking part in the Hackathon. Participants must comply with the licence and terms of use attached to each dataset. Unless the applicable licence expressly permits it, participants must not:

  • redistribute, publish or make the datasets available to third parties;
  • use the datasets for any commercial purpose or for any purpose unrelated to the Hackathon;
  • attempt to re-identify any natural person from data provided in anonymised or aggregated form.

10.4 Participants are responsible for how they use and interpret the datasets. Unless expressly stated otherwise, neither the Commission nor the Organiser guarantees the accuracy, completeness, reliability or fitness for a particular purpose of any dataset, including simulated or synthetic data. To the fullest extent permitted by law, neither the Commission nor the Organiser is liable for any loss, damage or harm resulting from a participant’s use of the datasets, including harm to the participant or to third parties. Participants remain responsible for their own use of the datasets and for any consequences arising from such use.

10.5 Participants are free to use additional open data sources and third-party tools, including artificial-intelligence tools, provided that their use is lawful, complies with the terms of the service concerned, and is declared in the submission.

10.6 Neither the Organiser nor the Commission accepts responsibility for the use of any tool or resource other than those specifically provided. Participants are advised to review the terms of service and the privacy information of any such service carefully before using it. The use of a third-party tool does not imply any endorsement of that tool by the Commission or the Organiser.

10.7 Participants must not upload personal data, confidential information or any material they are not entitled to use to the event platforms or to their submissions.

11. Submissions

11.1 Each team must submit, through the Hackathon Hub:

  • a pitch deck in PDF format, presenting the problem addressed, the proposed solution, its feasibility and its potential impact, prepared in accordance with the Pitch Guidelines; and a prototype, wireframe, code repository or functional demonstration of the solution.

11.2 Submissions are in English only. The submission window opens at 14:30 CEST on Sunday 18 October 2026 and closes at 15:00 CEST. The platform closes definitively at 15:15 CEST. Material received after the platform closes is not evaluated.

11.3 Only one submission per team is evaluated. Where a team uploads more than one version, the last version received before the deadline is the one evaluated.

11.4 By making a submission, the team warrants that:

  • the solution was developed by the team during the Hackathon period, save for any pre-existing components that have been declared;
  • the team holds all rights necessary to submit the materials and to allow their evaluation;
  • the submission does not infringe the intellectual property rights, personality rights or other rights of any third party;
  • the submission contains no unlawful, offensive or defamatory content, no malicious code, and no personal data other than the identity of the team members;
  • all third-party components, libraries, datasets and tools used are identified together with the licence under which they are used.

11.5 The organising team may verify the validity of any submission and its compliance with these Terms and may exclude a submission that does not comply.

12. Evaluation, pitches and jury

12.1 Each team pitches live to the jury on Sunday 18 October 2026. Each pitch lasts three minutes, followed by two minutes of questions from the jury. Attendance at the pitch session is a condition of being considered for an award.

12.2 The jury is composed of experts, researchers and policymakers appointed by the Commission and the Organiser. Jury members act independently and declare any conflict of interest; a jury member with a conflict of interest in respect of a team takes no part in the assessment of that team.

12.3 Submissions are scored on a scale of 1 to 5 against seven weighted criteria:

Criterion Weight Focus
Feasibility 20 % Can it realistically be built and deployed?
Innovativeness 15 % How original is the approach?
Coherence with the challenge brief 15 % Does it answer the challenge as set?
Solution and technical quality 15 % How sound is the execution?
Data utilisation and insight 15 % How well is the data used?
Impact 10 % What difference would it make for farmers?
Pitch 10 % How clearly is it communicated?

12.4 The detailed rubric is set out in the Pitch Guidelines and is made available to participants before the event.

12.6 The jury’s decisions on the merits of the submissions are final and are not subject to appeal. Complaints concerning the conduct of the evaluation process, as opposed to the substance of the assessment, may be addressed to the organising team in accordance with clause 22.

12.7 The winners are announced at the closing session on Sunday 18 October 2026.

13. Recognitions

13.1 The awards offered are non-monetary. No cash prize is awarded, and no monetary equivalent, refund or exchange may be claimed in place of an award.

13.2 The following awards and benefits are foreseen:

Award or benefit Who receives it
Presentation of the winning idea to the European Commissioner for Agriculture and Food and to representatives of DG AGRI Winning teams
Official winners’ trophies Winning teams
Invitation to the EU Agri-Food Days 2026 in Brussels, with travel and accommodation covered Winning teams

13.4 The official award ceremony takes place at the EU Agri-Food Days in Brussels on 8–9 December 2026. Travel and accommodation for the members of the winning teams are covered within the EU in accordance with the arrangements communicated to the winners. Winners who choose to attend must provide the information necessary to arrange or reimburse travel, as described in the Privacy Statement.

13.5 Participation in the Hackathon, including selection as a winner, does not grant any right of entry to, stay in or travel within the European Union or the Schengen Area. Participants who are not EU nationals may attend the EU Agri-Food Days in person only if they hold valid travel documents and, where applicable, the visas or residence permits required to travel to Belgium at the time of the event. Each participant is responsible for meeting the applicable travel and immigration requirements.

13.6 Any recognition at the Event is given to teams as a whole and not to individual members. The organizing team takes no part in how a team’s members share or present that recognition among themselves; this as a matter for the team alone.

13.7 An award may be withheld or withdrawn where the recipient is found to have breached these Terms, to be ineligible, or to have provided false or misleading information.

14. Intellectual property

Background intellectual property

14.1 Each participant retains ownership of the Background IP they bring to the Hackathon. Nothing in these Terms transfers, or grants any licence over, Background IP.

Foreground intellectual property

14.2 Solutions developed during the Hackathon remain the intellectual property of the creating team. Neither the Organiser nor the Commission acquires any ownership of, or licence over, the Foreground IP by reason of these Terms.

14.3 Teams are free to continue developing, publishing, licensing or commercialising their solution after the Hackathon, subject to any applicable third-party rights or licence conditions, and without any further obligation towards the Organiser or the Commission.

14.4 The allocation of rights in the Foreground IP among the members of a team is a matter for the team.

Permission to showcase the submission

14.5 Participants grant the Organiser and the Commission a non-exclusive, royalty-free, worldwide permission to reproduce the submitted pitch deck, to reproduce still images and short extracts of the solution, and to describe the solution and name the team, for non-commercial communication, reporting and archiving purposes connected with the Hackathon and its follow-up, including the evaluation report, the award ceremony and the event webpage. This permission does not extend to the use, exploitation or further development of the solution itself, and does not affect the ownership of the Foreground IP under clause 14.2.

Open source

14.6 Participants are strongly encouraged to make their solutions demonstrable, reusable and available under an open-source licence. Doing so is viewed positively during evaluation and supports the objective of promoting reusable, accessible digital solutions for the agricultural sector. Choosing not to open-source a solution does not disqualify a team.

Warranties and third-party rights

14.7 Participants are responsible for ensuring that their use of third-party tools or services, including AI tools, does not affect their ownership or ability to protect or exploit their IP. Neither the Commission nor the Organiser is liable for any effect that the use of such tools or services may have on participants’ IP rights.

14.8 Each team warrants that its submission does not infringe the rights of any third party. Where a third party asserts such a claim, the team concerned is responsible for dealing with it, and the organising team may exclude the submission from evaluation or withdraw any award made in respect of it.

15. Confidentiality

15.1 Participants, mentors and jury members may receive information that is identified as confidential, including unpublished data, technical documentation or information about other participants’ work. Such information must not be disclosed, reproduced or used outside the scope of the Hackathon without the permission of the party that provided it.

15.2 Solutions presented during the pitch session are presented in the presence of all participants, mentors and jury members, and may be published as part of the event communication. Teams that consider an element of their solution to be commercially sensitive should not include it in their submission or their pitch.

15.3 The obligation in clause 15.1 continues for three months after the end of the Hackathon.

16. Protection of personal data

16.1 Personal data collected in connection with the Hackathon is processed in accordance with Regulation (EU) 2018/1725 on the protection of natural persons with regard to the processing of personal data by the Union institutions, bodies, offices and agencies.

16.2 The data controller is the European Commission, DG AGRI, Unit F.1. The processing operation is recorded in the register of the Commission’s Data Protection Officer under record reference DPR-EC-01063.

16.3 Personal data is processed in order to provide information about the event before, during and after it, to process applications, to manage participation and the selection of winners, to organise travel and accommodation where applicable, to carry out outreach and communication activities, and to invite participants to future editions of the event.

16.4 The processing is lawful under Article 5(1)(a) of Regulation (EU) 2018/1725 (performance of a task carried out in the public interest) and, where a contract is concluded, under Article 5(1)(c). Certain processing operations rest on the participant’s explicit consent under Article 5(1)(d), given by ticking the corresponding boxes in the registration form. Consent may be withdrawn at any time, without affecting the lawfulness of processing carried out before the withdrawal.

16.5 Following the registration period, the personal data of accepted participants is transferred to the Hackathon Hub for event management. By accepting these Terms, participants are informed of that transfer.

16.6 Personal data is accessible to authorised Commission staff on a need-to-know basis, to the Commission’s contractors acting as data processors, and to evaluators, mentors and jury members within the limits described in the Privacy Statement. Certain event platforms are operated by providers established outside the European Union; transfers to those providers take place on the basis of the applicable adequacy decision, as described in the Privacy Statement.

16.7 Retention periods vary by category of data and are set out in the Privacy Statement. Data collected for the eligibility verification of shortlisted participants is deleted immediately once the check is complete.

16.8 Participants have the right of access to their personal data and the right to have it rectified, and, where applicable, the rights to erasure, to restriction of processing, to object to processing and to data portability. These rights may be exercised by writing to EU-AGRI-HACKATHON@ec.europa.eu. Participants may also contact the Commission’s Data Protection Officer at DATA-PROTECTION-OFFICER@ec.europa.eu and have the right to lodge a complaint with the European Data Protection Supervisor at edps@edps.europa.eu.

16.9 The full Privacy Statement is published on the event webpage and prevails over this clause in the event of any inconsistency.

17. Recordings, photographs and communication

17.1 Photographs, video and audio recordings of moderators, speakers, mentors, jury members, organisers and participants may be taken during the event and the preparatory sessions.

17.2 This material may be published on the event webpage, on the European Commission’s website and on the Commission’s social media accounts, in posts announcing the event, its progress and its results. Participants may also be invited to provide a photograph, a short video and a short biography.

17.3 Participants who do not wish to take part in recording or publication activities may object by writing to EU-AGRI-HACKATHON@ec.europa.eu. An objection does not affect the right to participate in the Hackathon.

17.4 Participants must not themselves record, photograph or publish any session, or any other participant’s work, without the prior agreement of the organising team and of the persons concerned.

18. Withdrawal, exclusion and disqualification

18.1 A participant may withdraw from the Hackathon at any time by informing the organising team. Withdrawal gives rise to no compensation of any kind.

18.2 The organising team may exclude a participant or disqualify a team where the participant or team:

  • does not meet, or ceases to meet, the eligibility criteria;
  • has provided false or misleading information;
  • breaches the code of conduct in clause 9;
  • misuses the datasets, tools or platforms provided;
  • submits work that is not original, or that infringes the rights of a third party;
  • otherwise fails to comply with these Terms.

18.3 Depending on the seriousness of the matter, the organising team may issue a warning, exclude a participant from a session, remove a participant from the event, disqualify a team, exclude a submission from evaluation, or withdraw an award. The measure taken is proportionate to the conduct concerned, and the person affected is informed of the reasons.

18.4 Exclusion or disqualification gives rise to no compensation.

19. Liability and force majeure

19.1 Participants take part in the Hackathon on their own responsibility. Neither the Organiser nor the Commission is liable for:

  • submissions that are lost, delayed or misdirected;
  • errors in electronic transmission;
  • theft of, alteration of, or unauthorised access to submissions;
  • technical failures of the hardware, software, networks or platforms used for the event, including malicious code, defects, unauthorised access, fraud, network or platform overload, or any combination of these;
  • any other cause beyond their reasonable control.

19.2 Nothing in these Terms excludes or limits any liability that cannot be excluded or limited under applicable law, including liability for death or personal injury caused by negligence and liability for fraud.

19.3 Neither the Organiser, the Commission nor the participants are liable for a failure to perform an obligation under these Terms where that failure results from an event beyond their reasonable control, including natural disasters, war, terrorism, riots or civil unrest, strikes or industrial disputes, epidemics or other public health emergencies, acts or restrictions of public authorities, and failures of essential utilities or communication infrastructure. A party affected by such an event is not considered to be in breach of these Terms.

20. Changes, cancellation and contact

20.1 The organising team may modify these Terms at any time, including before and during the Hackathon. Any modification is published on the event webpage and communicated to registered participants. A participant who does not accept a modification may withdraw under clause 18.1.

20.2 The organising team may modify, extend, shorten, postpone, suspend or cancel the Hackathon, in whole or in part, where circumstances require. Participants are informed as soon as possible. No compensation is due as a result.

20.3 Questions about these Terms, requests relating to personal data, reports under clause 11.2 and complaints may be addressed to EU-AGRI-HACKATHON@ec.europa.eu. During the event, the organising team may also be reached through the event Discord.

20.4 The event webpage is available at agriculture.ec.europa.eu, under “EU Agri-Hackathon”.

21. Applicable law and jurisdiction

21.1 These Terms are governed by European Union law, supplemented where necessary by the law of Belgium

21.2 Any dispute arising out of or in connection with these Terms that cannot be settled amicably falls within the exclusive jurisdiction of the courts of Belgium

22. Final provisions

22.1 If any provision of these Terms is held to be invalid or unenforceable, the remaining provisions remain in force, and the invalid provision is replaced by a valid provision that comes as close as possible to its intended effect.

22.2 These Terms, together with the documents listed in clause 1.3, constitute the entire agreement between the participants and the organising team in respect of the Hackathon.

22.3 These Terms are drawn up in English, which is the authentic language for all purposes.

22.4 The failure of the organising team to enforce a provision of these Terms on a given occasion is not a waiver of that provision.
